Garry Moore, former Mayor of Christchurch discussed the topic of Amalgamation. It was a great opportunity to hear about his first hand experience of the amalgamation of a ‘city’ and ‘rural’ council. He shared his insights on the challenges and triumphs of the transitional arrangements of amalgamation and local council governance.
